The specific, darker looks everyone talks about were more early model oddness than the way they looked for most of the show and how they were marketed most of the time. When Bandai gathered up reference for the figures they didn't use stills of the TV show, they used the art provided by the licensor, which probably largely included the same stuff used for marketing. Unless its a fan work like a model kit or a labor of love where the designer is themselves a huge fan or really dedicated(or just plain no reference material is provided), a toy designer will reference officially provided license-art over specific clips of the media.
