In my assumption, Yamaguchi make those prototypes like scope dog sometimes is just for fun or show his passion(making a toy he loves and for his own), certainly it's good if it can get a permission to go but that's not the point he concerned at most.
He made a Shining gundam, God gundam and Heavy arm gundam just for display so long ago , as I remember he did that just because his boss is contempt action figures in that time and he wanna proved his boss is wrong.... something like that.
