Just look at the popular action movies featuring mostly casually dressed commandos doing shit in secret. They want named characters and cool as fuck spy stories that feature more action, not Soldier #23525 fighting a straight forward enemy.
GI Joe at its core was basically Cold War inspired and the fact that's missing today is actually the problem.
