Before being appointed he was prominently lobbying for doing that exact thing, because Trump had a habit of appointing department heads who had previously opposed or sought to dismantle those exact same departments.
Also he was pretty blatantly attempting to hamstring the department right before the Presidential election in an effort to delay and possibly even lose mail-in-votes, because it was believed that the less of those which went through, the better the President who appointed him would do in the election.
The main reason the postal service has been struggling in the past few years is because a Republican legislature passed a bill restructuring them to pay for all their pensions in advanced instead of at the time they’re paid, again in a deliberate attempt to indebt the previously profitable and mostly functional department so that they could claim it needed to be torn down an replace by private companies who won’t ship to a large portion of the more rural addresses of the country.
