When I got my Zombie Businessman, his briefcase broke immediately. I called Lego and they told me that they couldn't send out parts from the CMFs; they could only send me a replacement random CMF. I was able to get my briefcase replaced because that part was also in another set that was in current distribution, so the rep revised my call to say that I needed a replacement from THAT set, not the CMF.
Alternatively, it could be just their policy so they don't have a bunch of AFOLs calling and demanding rare pieces because they don't want to grope bags. But I think it's probably that the CMFs come prepackaged from China.
