Stone Ocean had shitty rankings in WSJ all through it’s run, it’s well below all the other Stand parts in popularity. Medicos just wouldn’t go all out for a whole fleshed out crew like Part 5’s for a way less popular part. Part 5 is, seemingly, the most popular, so it makes sense for them to make everyone.
As for Stone Ocean, some just didn’t make the cut, that being FF, Emporio and the Weather Report Stand. For example, if Vento Aureo had Stone Ocean’s popularity, we wouldn’t get Polnareff, Trish and their Stands.
