The budget version of the clear kit with painted frame concept is to buy a 2.0 Hyaku Shiki and soak off the plating with bleach or rubbing alcohol. It's very milky, so it's going to be totally up to the individual if they like it at all, but it's by far the easiest and cheapest way to get an easily painted inner frame and a clear outer frame and on a very good model.
Otherwise it's the gamble of searching through convention clear kits at 500% markups.
