I feel you, was always hunting for extras of the general infantry for all sides when the blind bags came out. Still have that same disproportionate ratio of Spartan to soldier; my headcanon rationalizes this by suggesting that a lot of the Spartans are either IIIs or the little-known III.5s, an experimental transitional class of Spartans before the IVs.
