The Plus Color has a great variety, and they also have items that play unique animations for them like the V1, except more detailed and exciting. Also, collecting items, unlocking new destinations, and the four games are just lots of fun. I feel it's one of the best put-together Tamas in general, it's in my top five.
As for what started happening to the growth charts after the Plus Color: the anime happened, which catered hard to idol culture and became very popular (see: Lovelitchi, and the dozens of characters made based on her template). It was really only after the anime ended that Bandai started gearing back towards its more traditional style of characters, which you can see on the 20th Anniversary m!x and especially the On/Meets models.
