"Bandais collector shop/webshop" exclusives have always existed, (since SS Vegeta in 2011). In Japan these were only made available via Bandai's webstore. For distribution outside of japan however, Bandai used other companies (Bluefin in US). Bluefin got the figures in large wholesale quantity and distributed to stores who priced however they liked.
In 2019/2020 Bandai and Bluefin merged and stopped distributing to stores in favour of selling directly to customers (like they already did in Japan). So now we have P-Bandai US online store. Other shops can still order for there and resell, but since they can nolonger acquire bulk at wholesale, they have to markup the price.
