MCU loki IMO works best when he's keeping a low profile and tricking those that matter for his own interests --- whether that be living on asgard as odin or as one of the grandmaster's confidants -- so the understated tunic from Ragnarok (whether it be blue or green) works because it lets him blend into most situations
conversely the avengers gaudy big-horned getup didn't work because he was instantly painting a target on his head and attempting to take control too directly. he's not a righteous king and not a malevolent dictator, he's a snake in the grass.
