I'm pretty sure they were originally going to get a bigger role - and I know for a fact that we were supposed to get Laserback and Ripclaw at some point, since they both appear in Shockwave's test tubes in the background , but who knows why they changed their minds. Ran out of time or budget? Decided to take things in a different direction? We may never know.
