WFC is based on the cartoon scale, and there aren't many characters in the cartoon that hit the leader size point, as you can see in pic related, which is probably why they decided to use it for toys with added accessories/armor/bases. The same way that scouts like Cliffjumper are being released as deluxes with with bigger weapons/accessories. It's not that leaders are "only as tall as voyagers", it's just that there really are no leaders, so you're getting voyagers with extra stuff.
