Getting an artist to produce original art is almost as costly as the sculptor doing the figure itself.
Without the original art, the cost is brought down significantly, which is why Hasbro ditched doing this, but whatever is left to do with the package (photos, font, arrangement), the price is likely still above buying the materials or the slave labor.
I really miss the original art, since Hasbro was pretty much the last toy company who made great packaging. Everyone else is pretty cheapo photos of the toy and fonts.
