His brother rules an interstellar empire and Hordak lives in his shadow as a planetary governor. Why can't he at least crush a local rebellion? Did he have everything under control but She-Ra is too OP? He's surrounded by subordinates who would either betray him (Skeletor, then Catra and Shadow Weaver) or at least not cry if he died. That's pitiful but not incompatible with terrifying abilityto get things done: see Josef Stalin.
