Imo they arent technically vintage since they never released and existed only as concept charactersThe way I see it, it's "all or nothing" when it comes to whether or not those kinds of things count as vintage. (Not gonna pick sides myself or argue against anyone for being for it or against).
But what I will say is that if you don't, then there's no reason to assume or demand that He-Ro or Terroar "deserve" to be made because they strictly aren't vintage.
If you DO, then you're obliged to be in support of other figures that "almost" happened. Case in point, over on
heman.org it recently came out that James Eatock uncovered an unproduced minicomic for the Evil Robot, so it got REALLY close to release and should be included in some form, even if thry alter the design to make it original instead of a redecoed Japanese toy like the original.
You don't get to pull a "but muh parts reuse/too much tooling" to say Terroar counts as vintage but Evil Robot doesnt
