In my experience every "mom n pop" lego store is just a front for scalpers who will overcharge for everything in order to stay profitable, and scour the local ecosystem of anything on clearance. You'll never see rare blindbags, store exclusives, or discounted sets on sale, ever again.
One opened here and it's just about the worst thing to happen to local collectors since Toys R Us collapsed. Even scalping used sets on ebay and selling loose bricks for 4x bricklink prices, they're running out of inventory and have now resorted to selling bootlego.
