While Target puts way more effort into appearing better off, they both operate on similar loss leader strategies. Electronics, appliances, and baby supplies absolutely, since that's worth the investment in going after you. Toys are probably a decent money maker, but certainly at the lower end of acceptable losses, like produce or cheap office supplies. Do it enough and they'll get you, but once and they'll certainly just say "They probably opened it and missed one accessory, kids will be kids" or "Ehh, some gullible parent will buy it and their kid won't notice."
Then again, MPM Starscream is a $160 collectible in premium packaging. That's definitely a bigger risk than some some $20 podunk action figure they anticipate heavily discounting at the holidays if not earlier. They'll definitely take notice of those getting swapped out because people will be paying way more for them and thus get way madder when they get screwed, like when game console boxes get returned full of rocks.
