In fact Toybiz down scaled the Marvel Legend brand around that time and Walmarts/box stores took them without issue. Also you are forgetting they did "Commando Scale" with Sigma Six that was even smaller and cheaper than the lines that came before it.
The Official reason was Joe had been going 3 for 3 of unsuccessful markets(Savage, Extreme, GvC/ST/VvV) so they were trying a strong reinvention of the brand which did sell well funny enough but still not well enough to holds the brand up. 25th Anniversary was next and the rest was history.

Hasbro had a really hard time landing Marvel Legends for sales when it first started after the Toybiz exchange and the whole reason they moved to the smaller scale (Marvel Universe) was an attempt to refresh the brand and at that time Star Wars and 25th anniversary GIJoes were selling gangbusters so they assumed people would want Marvel at that scale too. They tried going back to 6inch once, it didn't stick and wasn't until the Iron Man3/Winter Solider that the 6inch brand finally latched back on. Black Series was because George Lucas had very strict rules and what he would and wouldn't make and after he sold it to Disney Hasbro played around with it and Black Series came of that which really brought in new blood and is why it's all but over taken the IP. Classifieds PR makes it sound like it's just S6 all over again and they are trying to reinvent the brand for sales.
