There's not much reuse that can be done from Pokemon to Pokemon. It's expensive to make a whole new mold. DBZ can reuse parts here and there for the different Gokus. So they're selective about who they make.
I don't think Pokemon collectors are as into collecting figures like DBZ. Like someone else said, people want plushes, shirts, and other merch.
Of the fans who would be willing to buy import figs, we're splintered. Me for example. I will buy only Gen 1 and Gen 2 pokes with the occasional other design. Someone else does not want Gen 1 or 2 but loves Gen 3/4. Some people only want new stuff. Everyone has their tastes based on their favorites.
After the Kanto Starters, Mewtwo, Lucario, Greninja, other Poke import figs haven't had a good track record. Bandai did a Pikachu, did Ash and Team Rocket. Those shelf-warmed. Figma is trying with the trainers. Marnie is still in stock at Amiami and other places. Raihan and Gloria are still in stock too, showing there isn't high demand. Red and Selene took a while to sell out.
With DB, the designs/characters are more universally desired. The people who want SSJ Goku from Namek are very likely to be interested in SSJ3 or SSJ4 Goku and villains that fought against them. I don't think the guy that buys a Charizard figure is necessarily interested in having someone else to go with it.
My personal opinion is they should do the protags (male and female) from each game. More chances for reuse. Iconic characters like N, Giovanni, Professor Oak, Lance, Misty, Brock, Cynthia should be mixed in and they can come with Pokes.
