They had different suits with different gear every wave. And the best part about that line was that the figure, the gear, and the ghost they came with made for actual play, since the ghost could usually attach to the figure and the ghost could also be "caught" by the gear most of the time. So even if you didn't buy the big ghosts that were packaged on their own, you still had little ghosts that actually offered something to the figure.
And as for the Plasma series, I don't know why they couldn't just give them the darker, GBII outfits, and give the two slime launchers for the second wave instead of just the literal same figures from the first wave except with a little slime tampo on them.
