Two-Bad, Sy-klone and Modukok will obviously be next because 1) they're the most popular guys not made and b) Sy-klone gets you Strobo and Modulok is already partially tooled at least (Frog Monger). And I'll bet Rio Blast will join thrm because Plasmar pieces.
Then, since they're doing Rio anyway, they'll just spam his wave mates Extendar and the Rocks and finish the last of the Horde. Idk where they'd slot in Blast-Attak, but the movie guys are gonna wind up dead last after all the rest because they're just not popular characters.
Obviously there's wiggle room, but generally, I think it's pretty obvious thats how Mattel would do it
