I somewhat doubt this bloated appendage was worth cutting all articulation. The shoulder can move and that's it. No rotation, not elbow.
Speaking of what else he can't do, no waist at all. Given the relatively miniscule foot print Megatron has some ankles would have been nice to keep his feet on the ground. C'est la vie.
Hips and knees both have good range of movement. Very heavy healthy ratchets too.
His little weedy hand however can do it all. It's two way shoulders, a bicep, an elbow. Even a little beckoning finger. Or maybe he's perpetually flipping the bird, who knows? It's great.
