I mean look at him, I love the design, but it does indeed look a bit 'not fully complete) the cracked, reddened skin, the scrawny upper body, and slack jaw... Plus in the movie, his constant need to "cool off" seems like he was still growing
Maybe in Shin Godzilla sequel, (I hope there is one) may present another more complete form..
