Sluban isn't too far off from Star Diamond, though. I think most of their sets are copies of old Oxford sets. The more recent Sluban sets have proprietary minifigures, and they're not half-bad. Early Enlighten sets are a little dicey in terms of quality, but they've recently showed signs of stepping up their game. They just rolled out a new "City" theme, a fantasy pirates theme, and a "Fast & Furious" racing theme.
