It's nothing but conjecture, but it doesn't line up with how prototypes are routinely sold on ebay (usually the same time that Hasbro is getting them) and the fact that vehicles never showed up.
Use a little common sense, because what you're arguing doesn't line up with how everything was done previously. If those figure prototypes came from planned vehicle sets, the vehicle sets would also have shown up, like that mech you posted.
Again, these are businesses that are in communication with one another on a weekly/monthly basis and Hasbro would have known they weren't doing vehicles for TRU anymore, hence no prototypes showing up for 2016. Whereas those figures did show up, showing that Hasbro/TRU were still in the process making more stuff for the next year (2017).
All of this is planned about a year ahead of time, hence so much shit leaking out through Chinese thieves months ahead of time.
Also, you do know that Wild Bill and Wild Weasel have shown up without a vehicle, right? Again, there's also that rock and Roll figure, that is only just getting made this year, instead of 2017 when he appeared.
