That "Power of Grayskull" episode didn't show any dinosaurs, nor the Three Towers. The mini-comic that teased He-Ro strongly implied that Castle Grayskull, the seat of KG's realm, didn't exist in He-Ro's time.
It wasn't until Scoot that all this got jammed together, even adding Moss Man to make the only past era more identical to He-Man's time.

While "Enter Buzz-Saw Hordak!" states that Hordak is old enough to have helped build Central Tower, he could have been absent from Eternia for generations and just keep turning up like a bad penny.
