In fact, here's some trivia for you. 40K minis are 1:56 scale, though closer to 1:54 because of the stylization. If you upsize, say, a Space Marine head in 3D software by 3 times (so from 1:54 to 1:18) it scales almost perfectly with JoyToy figures. So yes, they are most definitely 1:18.
