Meng's seems to be the most usable, but I'm not sure if these Soviet-style soft tanker helmets are used that much anymore, even during the 2009 parade vehicle crews were wearing western-style hard helmets.
Not to mention the lack of usable modern PLA infantry. There's the old and now rare Hong Kong Garrison kit from Dragon, but that's 90's uniforms.
