does anyone know if there is software that allows you to control your model railway over the internet, preferrably via webinterface?

im using the Z21 System from Roco and have literally no idea how that functions.
also on a sidenote, if, say, most of your rolling stokc is 30+ years old, is it possible and worthwile to sauther in a decoder and make them work with the digital system?
