Walking Dead was clearly just for childr-, i mean collectors. So since collectors value sculpt/paint so much, he put his budget into making just McSTatues like he used to.
When McFarlane has tried to make Mass Market toys, to be sold in toy aisles of Targets and TRUs, they put in the articulation like the Halo line.
McFarlane revamped themselves with the Color Tops line though. In that line there was a mix of fully articulated characters and McStatues. The figures that were fully articulated were from the most popular franchises (like Mass Effect) and the McStatues were shit like Titanfall.
Here was teh beginning of the engineering he would continue using for their DC toylines 4-5 years later.
