Saruman bred larger orcs for war, while goblins were the ones found in the "wild" and developed their own little culture.
Sauron also bred orcs, which were also bigger than the wild ones.
It's basically only differentiates the childish ones found in the Hobbit, which were all hobbit sized, and the larger ones in LotR.
Most fantasy series copied that to make goblins small and silly and the orcs as being huge and war like.
