The part is supposed to be attached to those torso shells on Iron Man's shoulders.
HOWEVER, they don't actually fit properly and the pegs can't be pushed into the holes all the way through - unless you do it in LDD or something where the part gleefully clips into the shell.
Perhaps that's where the stress came from but I don't remember ever pushing it in THAT hard, not to mention that the figure wasn't particularly long assembled, either, and mostly just moc-fodder.
