As I remember the Inika/Mahri story was initially supposed to have a third year (2008). Which brings me to the second point.
Let's pretend 2008 is a whole different plot, and that the Karda Nui Arc takes place later (2009?). I'm assuming this because Greg said a few a times that awakening Mata Nui so early was kind of a last-minute decision.
So let's pretend that. What I wonder is, would the main antagonists have been the Makuta anyway, or would another villain type/team have taken the role?
I guess what I'm trying to say between the lines is that maybe, just maybe at one point the Shadow Toa idea was suggested, and maybe, just maybe, a full team was considered as 2008's canister villain wave. Then Ignition 3/proto-2008 was scrapped and replaced by the Karda Nui Arc. The Shadow Toa idea stuck, and Ahkmou was picked as a representant. And then that got scrapped as well. My guess is that that little piece of shit Vultraz filled the spot.
The ultimate truth is just one: it's all speculation and there's not much point wondering. I'm sure that whatever was initially planned for Jaller's team in 2008 was scrapped, very very early on to make room for the Karda Nui plot.
