It mostly comes down to scale.
You see, with the old figures the limb and the armor consisted of one piece that's why even though they look heavily armored, they are still really thin (that's why I like them so much). The interchangeable armor makes everyone 2x fatter and bulkier, the marines especially look silly, they have shoulder pads bigger than Brutes and most Spartans, their Torso combined with the vest is thicker than that of a Brute and the new "interchangeable head" meme gives them bigger heads than Spartans and Brutes. WTF dude. New Jackals have the same problem because they reuse Elite legs and Elite upper arm pieces (the thickest kind) and they just look silly like they've been pumping iron.
The "vests" CoD uses that you can put on torsos also look terrible in my opinion (the overall scale is fucked, why the are upper arms longer than forearms??? is everyone in CoD universe an orangutan?).
In my opinion the Promethean soldier is the best example of the way Mega could have went for most figures. For Marines and jackals just add the new articulation to the arms, and leave thighs/shoulders as one piece.
