Goblins have always been portrayed as small since forever and commonly found in post-Tolkien work. And Tolkien himself doesn't use goblins like everyone else does anyway, since they're just orcs. He just retconned the Hobbit goblins to being underfed orcs.

How cool would it have been to have cheap cannon fodder like that, swarming and hopping ontop the larger sized figures?
It's like making dwarves human sized instead, but I guess people wouldn't defend that like crazy since dwarves are more well known and portrayed in popular media, huh?
