All the little dots all over for his face? IT works almost in the same way a clear matte spray does. It diffuses the lighting so it doesn't look like just glossy colored plastic.
That cluster of dots above his eyebrows? It's inside the wrinkle of his brow, so it looks like shading.
All those multicolored dots in his eye? It just looks like someone's eyes who are hazel or green, because those are never straight colors like blue or brown.
You can't see the little dots individually, but the effect they have is noticeable.
It's basically a poorman's airbrush and because it's just a printed sticker, it's going to be centered almost perfectly.
It's still inferior to airbrushed shading and tampographs though.
