If yes to any two of those, Dimensions is worth your money.
There really isn't much when it comes to recommending packs, because it all depends on the characters you like. The abilities that you need to complete the game are spread out nicely across the minifigs, with a handful of exclusive powers. Even then, you can usually just pay in-game currency to temporarily unlock those characters for you.
If there's anything to recommend, it's the Level Packs. While every fig gives access to the franchise hub, the Level Packs each contain an exclusive playable level. Among those, Portal is the top pick, because of how well it integrates the mechanics of the original games, while giving you some new puzzles to play with. Anything else you buy will be decided by how much you care for the franchise.
I heard that the Starter Pack is 40 USD off for the rest of July (in the US at least), so if you're interested in diving in, there's no beter time to start.
