I mean, they put them in a two-pack and even as extra for Doom Zones. That seems like they had too many and needed to give them away as extras.
The Monster Heads were just like a bag for the Max figure and the monster was the lid.
The Dread Heads are underwhelming. Just heads that opens their jaw to release a Max figure. They tried to go a more fashion and drko route. They had a clip at the back to attach them to your belt.
