This is how licenses work. This is what companies pay for. If a company steps out of line, the licensor can and does make the licensee pay penalties or revoke the license, so every licensee tries their best to avoid getting their license terminated. If a distributor tries to do something shady, then it's the licensee that needs to enforce shit with them, so that they don't do something their license doesn't allow them to.
Toys costing as much as they do today is just simply Chinese peasants revolting in 2008/7, hence literally every toyline raising in price so much since then, except for cheapass diecast cars, because it's cheapass diecast.
