This is how licenses work. This is what companies pay for. If a company steps out of line, the licensor can and does make the licensee pay penalties or revoke the license, so every licensee tries their best to avoid getting their license terminated. If a distributor tries to do something shady, then it's the licensee that needs to enforce shit with them, so that they don't do something their license doesn't allow them to.
