The entire toy industry copied McFarlane in the 90s... which was actually detrimental to companies like Hasbro, who ended up killing GI Joe trying to imitate him. More detail, pre-posed, more paint, and larger figures.

Paint doesn't adhere to it well. If they actually took the time and money to balance the figure, they'd just make a hollow cavity to insert a heavier metal. Metal pins/joints too.
Doing that would also mean you wouldn't have to worry about the diecast corroding, which fucks up the paint and surface detail.
