GI Joe may not have reached the high points as Transformers, but it was still huge every single year it existed in the 80s and lasted much longer too. IT's high point actually came after the TF died.
GI Joe, Transformers, He-Man, and TMNT were the big (action figure) lines throughout the 80s.
Anyone who says differently is wrong.
