Kinda like how instead of Spidey 2.0, we got Iron Spider. Spider-man's popular, so they went through the trouble of a whole new sculpt and gimmick parts, instead of the same one with a slightly updated sculpt and joints. Similarly, Batman in Arkham Knight has a variety of costumes that would necessitate new sculpts, capes, and possibly have unique body builds and gadgets depending on how comic-accurate they are.
Except Arkham's alt costumes are mostly from the comics and movies so you're still just sticking with stuff for comic fans, not that I'd mind an AY Adam West. There might also be licensing issues in that case for the movies and some of the shows. Perhaps a better comparison would be like if they did Devil May Cry, the main characters of a single game could all have 2 or 3 figures just to account for their Devil Trigger forms.

The game came out in 2015 so it's weird they picked specifically that instead of a comic version of Red Hood to fit everything else. Is the game just oddly still popular in Japan? I know it was popular here in the US but it's been done for a good while now.
