I'm not sure it makes sense for a Jedi bearing witness to a diplomatic deal or lounging around in the temple library to be wearing the same thing as a Jedi going to planet Wettanwarm to settle a skirmish with the Humidorians or fighting the forces of Count Schlockula and (Dis)count Boba Fett in an arena. Luke's outfit in RotJ seemed more appropriately utilitarian.
