The only legit flight capability Rhotuka-launching people have is shooting a spinner in the air and grabbing onto it while it flies, which looks retarded in the movie. But the Rahaga don't have copter packs. That was a movie-only invention to make their scenes easier to animate without slowing down the film's pace.
