They could have probably tried to test their luck at scouting out some wrestler or something to cast and praying that he could act, but this guy's face still reads Executioner for me in a comic bookish way, which is more than I can say for a lot of MCU characters.
And don't get me wrong, I'd love a good comic figure of him too, but the old ML looks like an albino Ninja Turtle.
