you pretty much figured it out. the first tomy ones were glued blisters, while the new standard ones had flaps.

anyway all this talk brings back pleasant memories. grandma gave me christmas money and stores had pegs full of these guys in my town. Compared to today, and maybe Tomy USA's run, it was a fruitful time to be a pokemon fan
