You could think of a Horde governor as just being a more advanced one of Horde Prime's machines.
But I get how the vision of evil as Modernist with banality like middle managers Larry DiTillio put in the series bible isn't what a lot of people want from their toys. Even DiTillio himself went with Hordak being a sorcerer instead of a cyborg manager when brought back to write all his 2002 appearances before the big King Grayskull one.
