Stores aren't keeping prices at MSRP more often and for longer periods of time because they have bigger warehouses.

Sales are usually done because they are profitable. Clearances, for small retailers, are reserved for when they they already made their money back /and/ just want to sell off the last bit of stock (usually just above break even).
Only stores like Walmart can afford to do just get rid of stock at deep clearance prices, whether they made a profit or not.
So if stores aren't having firesales, it's because toys aren't selling as well as they used to. The stores aren't being stingy, they're actually having trouble justifying stocking a toyline if they aren't making their money back that they can no longer afford to put old stock on clearance.
Also, you can find firesale prices at places like Ross or Burlington Coat Factory. PEople find lines like GI Joe Classified and Star Wars for $6 a figure. You might find a movie line from Marvel LEgends or DC Multiverse from time to time too.
