IIRC martians previously had a military force trying to take over earth lead by Arcturus, but they all got defeated by disease which is why he looks so grotesque compared to the others. I think after that the leaders of martian civilization vowed to avoid conflict while the rebels still saught to destroy humanity.
That would be interesting to include somewhere. They probably would have a small base somewhere.
